1854 Louth Patriotic Fund

The Patriotic Fund was set up in Ireland (and Great Britain) to assist the dependants (parents, wives or children) of those soldiers who were fighting in the Crimean War and who had fallen on hard times as a result of the main provider being absent from home (or indeed dead or wounded). Around £1,140 was collected in County Louth.

Started on 13 October 1854, the monies collected for the Patriotic Fund were to be used to alleviate hardship among the families of those soldiers fighting in the Crimean War, ‘those whose natural protectors had fought or were fighting in the cause of their country’.

 

‘Every Irish heart rejoices in the conspicuous bravery of our noble countrymen, and burns to alleviate the sufferings of their afflicted dependants; and while we deplore the many heartbreaking disruptions of family ties, which have been the result of this deplorable but most necessary war, we look upon the bond of sympathy and union, which mutual commiseration for its victories has generated, as one of its few redeeming features, and we trust that its influence will be felt amongst us.’

 

The Newry Examiner (06 Dec 1854) quoted above, went on to comment that throughout November the Lord Lieutenant of County Louth, Lord Bellew, had been busy in organising the collection of the Fund and was awaiting replies from the County Magistrates before deciding on the mode of collecting this ‘well-earned tribute of a nation’s gratitude and sympathy’.

 

The first substantial collection published was that of Drogheda, on 23 Dec 1854.    On 3 Jan 1855, the Newry Examiner reported that contributions throughout the length and breath of Ireland were creditable among all religious denominations and clergy, the latter being responsible for evincing an ‘ardent zeal for the cause’.   

 

This statement runs counter to the claim made by the Drogheda Argus a week earlier concerning the collection in the town (then a separate county):

 

‘it is with deep pain and humiliation we are forced to the admission that the sum [collected] is not commensurate with the extent of the population, and the commercial wealth and importance of our town – and that it has been far exceeded in comparatively small communities, having no pretensions to these attributes’.

 

It was also pointed out that it was being left to civilians to perform the duties (looking after the families of soldiers) that should rightly be left to government.    (In fact, Drogheda collected in the region of £347, compared to £235 donated by the citizens of Dundalk).    The editorial then went on to exhort its readers to peruse the list of subscribers printed that week in the newspaper and to take note of any defaulters.    It even went so far as to suggest that a list of non-subscribers should be printed!    Some weeks earlier (28 Oct 1854) the newspaper had issued an emotional plea for the citizens of Drogheda to support the fund and seemed to have no doubts that they would.    By 4 Nov 1854 there were hints that the collection was not going well.    The turnout at the inaugural meeting was low.    In an editorial of 4 Nov, the paper inferred, amidst the usual accusations of proselytism, cronyism and favouritism, that rumours were rife that the fund would not be used for the intended purpose and for this reason was not being received with any degree of interest.    At the same time, the paper was in favour of a system of voluntary contributions as opposed to a local tax as was suggested in some quarters.

 

The total collected in the county of Louth, including Drogheda, was approximately £1,136

 

In a circular issued by the Royal Commission of the Patriotic Fund (reported in the Drogheda Argus 17/3/1855), the scale of allowances available from 1 March 1855 for the widows and orphans of the non-commissioned officers and privates of the army and marine and petty officers and seamen of the navy was as follows:

 

Army and Royal Marines – weekly allowance

Staff non-commissioned officer’s widow, 6s; with one child 7s; two 8s; three 8s 6d; four 9s; five 9s 6d

Sergeant (Colour-sergeant, 6d a week additional) 5s; with one child 6s; two 7s; three 7s 6d; four 8s; five 8s 6d

Corporal & Bombardier 4s; with one child 5s; two 6s; three 6s 6d; four 7s; five 7s 6d

Drummer, Trumpeter or Private 3s 6d, with one child 4s 6d; two 5s 6d; three 6s; four 6s 6d; five 7s

 

Sixpence additional per week was to be given to every infirm person.    The above were the general allowances and discretion was allowed in allocating additional funding in the event of infirmity, sickness or lying-in.

 

The list that follows, approximately 1,500 names, details the name of the subscriber, the Petty Sessions District where the collection was made (or the townland, according to the way the original list was compiled), amount donated, any other notes (townland or name of collector, where given).

 

Sheckleton's Foundry referred to at the end of the list was situated in Dundalk town centre and later became Manisty’s Iron Works.    Brown & Co.’s Distillery was situated in Roden Place, Dundalk.    From the genealogical point of view, one of the more interesting collections was made at the Dundalk and Enniskillen Railway, where the job title of each contributor is given.    The railway works was situated near Barrack Street, Dundalk and after some amalgamations and a move of premises eventually became part of the Great Northern Railway.

 

THE PATRIOTIC FUND

 

The terrible calamities that fall upon the surviving families of the men who fell in the battle field are too often unheeded amidst the bustle and excitement which ever attend the operations of war. To alleviate these calamities is as much as the most generous of nations can effect. But in our military policy no arrangement of any kind is made for the widows and orphans of the brave men who fall in conflict with the enemy. The widows and children of officers receive a small stipend, little more that to sustain nature, but, with the exception of a few schools that are open for the reception of the children of soldiers, there is no provision whatever for the widows and orphans for the rank and file, and each of these brave fellows must brave the deadly fire of the foe, with the consciousness that a tenderly loved wife and helpless children, should he fall, will be left uncared, unheeded, and alone in a cold and heartless world. We cannon hope to see reform extended to this system in such time as to prove effective for the aid of the widows and orphans of the men who have fallen in the Crimea; and therefore, we rejoice to find that the public spirit of the country is in action, and that steps have already been taken to create a national and patriotic fund for the relief of those whose only worldly support has been taken from them by the casualties of the war.

 

To attempt to compensate the sufferers would be a vain task. What could compensate a wife for the loss of her husband – a child for the loss of its parent? It is our duty, however, to see that those whose husbands or whose parents have fallen shall not be left to starve in the midst of those loud praises of the gallant dead, and whose eulogies on the glory of their achievements but serve to write in the hearts of the desolate, and to render them – the real sufferers by the war – more miserable still at the thought that while others rejoice at the victory they perish because of the unspeakable cost to them at which that victory was purchased. Let us at least prove to the unhappy families of the fallen that there is such a sentiment as public gratitude, and prove to the brave army that their heroism is appreciated at home, by our caring for, protecting, and supporting those whose fate is uppermost in their minds when they march to the field that may prove their grave.

 

Throughout England the most active efforts are being made to render this fund worthy of a great people. The Queen has headed the subscription, and the working men of all classes vie with the aristocracy in their haste to add their mites to the generous store from which the widows and orphans of their former friends and acquaintances are to draw their future support. In Belfast and Cork the basis for collecting aid for the patriotic fund has been laid, and we have no doubt that our own city [Dublin] will not be found wanting when the widow and orphan of the gallant dead look for sympathy and aid.

 

Amongst the men who have fallen, as well as amongst the officers, the names of Irishmen abound. The widows are our countrywomen, and their orphans have special claims on us that ought to stimulate the generosity of those who can afford to forego some little pleasure or superfluity that the orphan may not hunger, or the widow be not tempted beyond her power in order to save her little ones from perishing. We do not put the claims of the families of our countrymen thus forward from the belief of the necessity of such an argument. We know that no distinction of such a nature is made by the supporters of this fund at the other side, and that no distinction will be made in its distribution. We are desirous that in the collection, as well as in the distribution, Ireland should take her part. Some of the most gallant feats connected with the war have been performed by Irishmen, and this is saying much where heroism and gallantry characterised all. Let our wealthy show that they can emulate the charitable and humane conduct of their neighbours with as much success as did the Irish husbands and fathers of the soldiers’ widows and orphans the gallantry of their comrades on the battle-field.
